Cadastral Supervisor
Once current vacancy with the Assessor's/Clerk-Recorder's Office in Visalia. This recruitment will
establish an employment list to fill current and future vacancies. The anticipated life of the list is six
months.
Establish, implement and enforce cadastral mapping policies, standards, procedures and plans; plan, assign and supervise the work of staff engaged in cadastral mapping activities; supervise and assist in the preparation of cadastral parcel descriptions, splits and segregations; supervise and assist in the creation, updating and maintenance of cadastral maps using computer assisted drafting and design (CADD) methods; perform some of the more specialized and complex computer assisted drafting and design (CADD) custom computer programming and cadastral mapping work; read, interpret and explain applicable laws, regulations and codes pertaining to the preparation of cadastral maps; consult with staff to explain "change of ownership" rules and legal opinions to ensure compliance with state and local property assessment law; develop and assist in the development and implementation of departmental policy and procedural changes; respond orally and in writing to complex cadastral mapping, change in ownership, and local property assessment and taxation questions from employees, other agencies and the public; interview and hire applicants for employment; prepare, deliver, and discuss performance evaluations with staff; explain operations to other public agencies and to taxpayers; assist in preparation of section budget; create, complete and update technical memos, letters, form letters, procedure manual spreadsheets, databases and reports using word processing, spreadsheet, database and other computer equipment and programs; perform any of the duties specified for a "Cadastral Mapping Technician I/II"; perform other related duties as assigned.
MINIMUM QUALIFICATION: Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Experience: Three years of progressively responsible experience in computer assisted drafting
and design (CADD) of assessor's cadastral maps, civil engineering or closely related work experience.
Knowledge of: Applicable federal, state and local laws, regulations and codes; generally accepted methods and procedures used in reading, interpreting and writing descriptions of cadastral parcels; terminology, principles, techniques and equipment used in manual drafting and computer assisted drafting and design (CADD) mapping and geographic information systems (GIS); real and personal property appraisal procedures, property descriptions, and California law pertaining to the creation and maintenance of Assessor's cadastral map; principles and practices of hiring, supervision, training, motivation, evaluation, discipline and termination of employees.
Skill/Ability to: Properly interpret and apply new and existing applicable laws, regulations and codes; develop, implement, interpret and explain, orally and in writing, policies and procedures; perform complex computer assisted drafting and design (CADD) cadastral mapping and real property title transfer transaction work; communicate clearly and concisely, verbally and in writing on a wide variety of property assessment and taxation subjects including those of a complex legal and/or technical nature; hire, supervise, train, evaluate and discipline staff; coordinate policies and procedures with other divisions, departments and agencies.
