Business Resource Specialist
One current vacancy with the Workforce Investment Board in Visalia. This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.
Typical Duties
Oversee business-related services and programs and ensure consistency within the department; Assist businesses with needs relating to business retention, business development and expansion, hiring and training, financing options, economic incentives, and other local services; Work with private sector employers to develop business retention and layoff aversion strategies. Coordinate services with partner agencies including secondary, Economic Development Corporation, and Small Business Administration; Engage education and business partners in career pathways strategies; Develop methods of tracking and reporting service usage and monitoring effectiveness; Evaluate services and recommend and implement improvements; Promote awareness of services. Assist with development and coordination of various workforce development programs; Research, compile and analyze information and data; Ensure that workforce investment activities meet the needs of employers and support economic growth in the region by enhancing communication, coordination, and collaboration among employers, economic development entities, ad service providers; Make recommendations for program development. Develop and implement proven or promising strategies for meeting the employment and skill needs of workers and employers that provide the skilled workforce needed by employers in the region, and that expand employment and career advancement opportunities for workforce development system participants in in-demand industry sectors or occupations; Support planning and implementation of work based learning events; Assist in staffing and maintaining sector partnerships; Provide technical support and planning services for business advisory boards. May assist with preparation of grant applications and development of procedures for designing proposals; Ensure compliance of programs with complex regulations and contract agreements; Interpret and disseminate information on various workforce development policies and regulations; Assist in the preparation of agendas and briefing materials; May attend Workforce Investment Board, Inc. and committee meetings; May make presentations to the Workforce Investment Board, Inc., Board of Supervisors and subcontractors, and community partners; Perform related duties as assigned. Employment Standards
Education: Graduation from an accredited college or university with a Bachelor's degree in public or business administration or related field.
Experience: One (1) year of responsible administrative experience involving business engagement or education and training development.
Knowledge of: Private sector business needs; Principles and practices of public relations; Relationships between business needs and education system; Analyzing and presenting labor market statistics.
Skill/Ability to: Assist employers with needs relating to business retention, business development and expansion, hiring and training, financing options, economic incentives, and other local services; Develop, implement and monitor usage tracking systems; Read and interpret complex material and apply to a variety of workforce development programs; Monitor and evaluate the effectiveness of services provided; Compile and analyze information and formulate recommendations; Provide technical information and assistance on workforce development programs; Read and write technical data in plans, letter, reports and recommendations; Design forms to record pertinent information; Design systems for retention and retrieval of data, and organize data in graphic format; Collect, tabulate and analyze data for use in planning; Write effective and concise correspondence and reports; Use various community resources for program planning, research and dissemination of information; Establish and maintain effective working relationships with a wide variety of individuals, groups, businesses, and organizations; Disseminate information through written and verbal communication; Organize workload and set priorities; Remain flexible to changes in workload and work assignments.

Possession of, or ability to obtain, an appropriate and valid California drivers license. Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

College Cost Reduction Access Act
This may a qualifying position for student loan forgiveness through the College Cost Reduction and Access Act (CCRAA). Only student loan payments made after October 1, 2007 and in a qualified repayment plan are eligible.
