Position Description
Directs, plans, coordinates and supervises the operation and activities of a specialized unit or small department; develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgment.
Major/Essential Functions
- Coordinates, provides recommendations and responsible, as appropriate, for recruitment, selection, appointment, promotion and discharge of FO & M personnel.
- Completes other personnel requirements such as development of Positions Descriptions and similar documents.
- Perform written personnel evaluations and reviews with employees.
- Practices good communication and interpersonal skills.
- Initiates and implements FO&M policies and maintenance procedures and processes.
- Reviews and provides input on institutional and capital construction plans and specifications, may act as a liaison on work being led/managed by others
- Directs and supervises assigned lockshop and access control services for campuses.
Occasional Duties
Provides regular and periodic operational briefings and updates to the AVPPSS and the appropriate administrative personnel at local/base campus.
Actively continues training, personal development and continuing education. Develops and maintains similar plan/program for subordinates to include recognition
Required Qualifications
Bachelor's degree in related area required plus five years progressively responsible management experience. Additional education may substitute for experience on a year for year basis.
Preferred Qualifications
Degree must be obtained from accredited program such as ABET and AACSB. Must have seven years of construction and /or facility maintenance experience of similar scope and complexity that includes a background and knowledge in the management and oversight of budget / expenditure accounting, technical personnel (e.g. HVAC Service) and resource management in effectively & efficiently operating Physical Plant operations, maintenance, repair and construction / renovation programs. Experience in state procurement and materials management. Physical plant experience in a health related institution is desirable.
Thorough understanding of how a large and complex Physical Plant function, operate & associated programmatic requirements thereof: Knowledge and experience with operations, maintenance programs and proper upkeep of associated equipment, systems and processes. Knowledge of engineering management: Ability to apply quantitative & qualitative concepts to resolve/respond to organizational problems, issues and challenges and develop and implement improvements/solutions. Excellent communication & presentation skills in order to effectively and efficiently interpret, present and use information. Have solid decision making skills and reasoning/problem solving abilities. Able to utilize a variety of technical instructions and information such as found in construction documents & drawings, and specifications for new & renovations (construction) to complete equipment installations and maintenance of building systems. Requires excellent communication skills both written & verbal and excellent human relation skills. Basic knowledge of safety programs and associated requirements, e.g. PPE (personal protective equipment). Able to travel to various remote sites to assess, complete and/or ensure completion of work. Must be able to complete physical activities such as completing field inspections (e.g. climbing onto roofs) and working in moderately severe environments. Ability to effectively use a computer (e.g. Microsoft Office Suite), specialized maintenance software and basic maintenance tools/devices.
