STARTING PAY: $28.00/per hour
Position Summary:
Under general direction from the Director of Finance, this position is to perform general accounting
functions, maintain accounting records and other related duties of the Finance Department. This person will
be responsible for maintaining financial records for OVCDC grants and contracts. Work requires sound
knowledge of accounting principles and procedures, general regulations of federal grants and contracts.
Ensures all accounting functions are performed in accordance with Generally Accepted Accounting Principles
(GAAP), Governmental Accounting and Standards Board (GASB) and applicable tribal, state, and federal laws,
rules and regulations. Maintains strict confidentiality of privileged information.

Duties and responsibilities:
- Works with Director of Finance and staff to establish, update, and balance organizational budgets
in the financial system. - Meets regularly and effectively communicates with grant managers regarding grant/contract
documents, modifications, approvals, and any additional grant/contract concerns. - Ensure accuracy, allowability restrictions, allocability, reasonableness and necessary expenditures
are met within each grant. Adheres to the specific reporting requirements of each specific
assigned grant. Ensures that all specific grant budgets are in place and entered in the accounting
software system. - Reviews and approves purchase requisitions and budget modifications for assigned budgets.
- Develops documents, procedures and policy required for internal budget control and reporting.
- Meets and coordinates activities with internal auditors, as needed, to ensure the organization
records comply with accounting standards and governmental regulations. - Assists with external audit at year‐end by preparing schedules, providing explanation of supporting materials and procedures, and preparing any other necessary data.
- Assists with the analysis and reconciliation of general ledger accounts and the preparation of adjusting journal entries. Verifies that subsidiary ledgers are in balance with control accounts on a regular basis.
- Completes the monthly bank reconciliation.
- Assists with the monthly and year‐end closing of the books, reviews expenditures and distributes financial information to programs.
- Responsible for training of staff to ensure solid understanding of OVCDC financial policies and procedures.
- Ensures OVCDC financial matters are kept confidential and not shared with unauthorized persons.
- Identifies, develops, and implements standardized accounting policies and procedures, in accordance with GAAP and applicable tribal, state, and federal laws, rules and regulations.
- Reviews compliance with OVCDC Financial and Purchasing Policies and Procedures.
Other duties as assigned that relate to providing support for the Finance Department.
Minimum Qualifications:
Bachelor’s Degree in Accounting, Business or Finance plus three years accounting experience in
governmental and fund accounting is required. Shall possess and maintain a valid California Class C
drivers’ license, and qualify for employer insurability, throughout the course of employment. Must
successfully pass a pre‐employment drug/alcohol screen, and background investigation.
Knowledge, Skills and Abilities:
- Knowledge of GASB and GAAP as applied to governmental accounting.
- Knowledge of the principles and practices of management and fund accounting, finance, and
business administration. - Knowledge of financial reporting practices.
- Knowledge of accounting, auditing and budgeting principles and practices.
- Knowledge of accounting software.
- Demonstrated knowledge of the Uniform Administrative Requirements, Cost Principles, and Audit
Requirements for Federal Awards (commonly called “the Uniform Guidance”). - Must be proficient in Word, Excel, Access and PowerPoint.
- Skill in analyzing problems, identifying solutions, and implementing recommendations.
- Ability to communicate effectively, both orally and in writing.
- Ability to interact and maintain good working relationships with individuals of varying social and
cultural backgrounds. - Ability to maintain confidentiality.
- Ability to establish and maintain professional relationships with co‐workers at all levels.

Physical Demands:
While performing the duties of this job, the employee may be required to sit for prolonged periods,
walk and stand; use hands for dexterity of motion; stoop, bend, kneel or crouch, and have normal
auditory, visual acuity, and verbal communications skills. The employee must occasionally lift and/or
move up to 25 pounds.
Work Environment:
Work is generally performed in an office setting with a moderate noise level. Telework/remote work
may be required. Tight time constraints and multiple demands are common. Travel may be required.
