Geographical Information System (GIS) Manager
Position
Under general direction, plans, coordinates, and oversees the Geographic Information System (GIS) function of the County; evaluates and participates in the functions necessary to create, maintain and use GIS databases and applications; applies an advanced knowledge of GIS and the principles of geography, cartography and geo-spatial analysis to provide staff, county departments and the public with access to computerized information; ensures that the County is effectively utilizing GIS technology by coordinating and integrating the necessary data for the use of various County departments; and performs related duties as required.

Provides direct supervision over assigned staff.
DISTINGUISHING CHARACTERISTICS:
This classification is responsible for managing the County's GIS function and is expected to provide specialized support, coordination and direction of GIS services within various County departments and for the general public. The position is assigned to the Office of Information Technology and reports to either the Deputy Chief Information Officer or the Chief Information Officer. The GIS Manager is distinguished from an Information Technology Division Manager in that the latter is responsible for an entire division within the Office of Information Technology. The GIS Manager has a more narrow focus on the area(s) of assignment.
Examples of Duties
Plans, organizes, assigns, coordinates, and reviews the activities of the County's GIS function, including coordinating with County departments to identify, develop, and plan GIS projects and staffing needs; serves as a technical resource to County departments that utilize GIS, including providing assistance and training in the proper use of GIS data and systems; recommends, troubleshoots and provides support for GIS software, databases, and other related applications; coordinates and leads the implementation and usage of GIS technology throughout the County; oversees and manages data maintenance and updating, data storage and distribution, and access to all users; participates in the development and implementation of goals, objectives, policies, and priorities for GIS countywide; works with department heads in the development of policies concerning the compilation of information and coordination of data through the County's GIS; coordinates and oversees the implementation of such policies; researches and prepares countywide and department GIS implementation plans, including determining the required infrastructure and technology costs needed for the implementation efforts; consults with the Chief Information Officer, the Deputy Chief Information Officer and/or the impacted department heads on developing the budget for necessary technology costs, including seeking viable funding sources for such costs; reviews and possibly integrates industry GIS standards into the County's and/or departmental GIS plan; acts as the County representative in various internal and external GIS coordinating meetings; monitors changes in GIS technology and applications, recommends improvements and upgrades, and implements improvements after approval; manage the work of those who may be contracted to perform various aspects of the County's GIS efforts; and performs all work necessary to ensure the success of the County's GIS function.
Qualifications
Knowledge of:
Principles, theories, and methods of GIS technology, programming, and data management.
Developing and coordinating a broad-based GIS program for County departments.
Hardware, software and current applications related to GIS systems, including database management, mapping, Autocad and related graphical applications.
Principles and practices of identifying technology needs.
Current developments, trends, and technologies within the GIS field.
Applicable Federal, State, and local laws, ordinances, and procedures relevant to assigned area of responsibility.
Mapping, cartography, graphic design, and imaging techniques.
Data management concepts and structures, implementation, access, and security.

Effective report writing and presentation skills.
Principles of supervision, training and work coordination.
Skill to:
Operate modern office equipment, including a personal computer, laptop and/or tablet.
Operate a motor vehicle safely.

Develop and implement relevant GIS goals, objectives, policies and procedures.
Supervise, train, assign and review the work of assigned staff.
Organize, implement and manage GIS programs throughout the County.
Determine work priorities and effectively coordinate and schedule resources and County staff to perform GIS activities and projects.
Analyze, interpret, apply and ensure compliance with applicable Federal, State, and local laws, ordinances and procedures related to area of assignment.
Perform complex modeling, mapping, database maintenance, and other GIS professional-level tasks.
Interpret and understand data in various forms, including GIS files, Autocad drawing files, database files, images and associated metadata, as well as printed maps of various types and sources.
Research, analyze and evaluate optimal service delivery methods related to the GIS function.
Prepare clear and concise written and presented reports.
Maintain a variety computerized reports, logs, records, and files of work performed.
Evaluate needs for equipment and technology related to the GIS function.
Represent the County effectively in meetings and make presentations to various groups.
Make recommendations to management for the GIS budget.
Establish, maintain, and foster positive and effective working relationships with those contacted in the course and scope of work.
Experience and Training Guidelines
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:
Experience and Training:
Four (4) years of increasingly responsible professional experience in the design, development, implementation and administration of geographic information systems, including analysis and database development and integration, including at least some experience in a supervisory or lead capacity.
Education:
Graduation from an accredited four-year college or university with major coursework in geographic information systems, computer science, geography, public or business administration, or a related field.
Licensure:
Possession of, or ability to obtain by date of appointment, an appropriate valid California Class 'C' driver's license.

Essential duties require the following physical skills and work environment:
Ability to sit, stand, reach, balance, walk, kneel, crouch, stoop, squat, crawl, twist, climb, lift 25 lbs.; exposure to cold, heat, noise, mechanical and electrical hazards; work in a confined space, as well as a standard office environment; travel to different sites and locations; availability to respond to off-hours situations.

Examination Process:
A qualifications appraisal for the purpose of appraising the candidate's education, experience, and personal qualifications will be scheduled for those candidates who meet the minimum qualifications, and may be administered either by a written examination, oral interview, evaluation of education and experience, or any combination of qualifications appraisal determined by the Human Resources/Operations Division to be appropriate. The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final grade on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. In case this fails to break the tie, they shall be ranked in the order of filing applications.
