Financial Analyst
Under broad guidance, the Financial Analyst is responsible for:
a. Performing the monthly and annual accounting close and distributing related reports to supervisors, managers, directors, and other staff
b. Assists in the evaluation and preparation of the annual operating and capital budgets (the Budget)
c. Assists in the preparation of the Comprehensive Annual Financial Report (CAFR)
d. Compiles fixed asset records for grants, capital assets, and all new assets acquired
e. Managing capital project financing, which includes different debt instrument types and ensuring Trust agreement and other compliance and disclosure requirements
f. Analyzing all cash related activities and investments within HRSD to ensure financial viability
g. Ensuring clean audits and strong accounting controls
a. Education
1. Required
Bachelor of Science in Business, Finance or Accounting
2. Desired
Master’s in Business, Finance or Accounting
b. Experience
Required
a) Minimum of 4 years increasingly responsible experience with general ledger, budget, debt management, and cash flow forecasting
b) Proven ability to work accurately with numbers within a deadline-driven environment
c. Job-specific Technical Competencies
Required
a) Maintains accounting knowledge required to prepare financial statements and external audit schedules
b) Advanced proficiency in using accounting systems
c) Maintains updated knowledge of all local, state, and Federal regulations affecting municipal credit markets , investments, deferred compensation, and other technical areas (such as, the HRSD Enabling Act, IRS/State Tax Codes, HRSD Trust Agreement, Commonwealth of Virginia Code, HRSD Policy, etc.)
d) Makes decisions using advanced level experience with cash management, cash flow forecasting and investments
e) Reads and interprets contracts; makes recommendation to proposed contractual agreements
f) Researches investments, industry related regulations, State Code, investment best practices
g) Recommends policies and procedures as necessary affecting own area and HRSD financial position
h) Maintains effective relations with employees, vendors, banks and customers
i) Maintain knowledge of escheat laws
j) Maintains high level of proficiency with computer software, including Oracle, Hyperion, MS Outlook, Word, Excel (advanced), Access and PowerPoint
k) Exhibits knowledge of budgetary control and financial procedures
d. Special Licenses
1. Required
Valid driver’s license from state of residence
2. Desired
Certified Public Accountant (CPA)
