Essential Job Functions:

Performs duties in accordance with applicable HRT policies, and local, state and federal laws and regulations.

As assigned, procures parts and services necessary for bus, rail, ferry, and various support vehicles; purchases supplies, equipment and services necessary in the support of other departments at HRT.

Monitors vendors and markets in the areas assigned; seeks to identify new sources for products and services.

Prepares requests for quotation, ensuring procedures are in accordance with established policies.

Obtains best prices possible; ensures compliance with delivery dates and other user requirements.

Monitors contractors’ compliance with terms and conditions.

Monitors technical interface with contractors. Trains technical people as necessary.

Participates in internal working groups as required, and in industry-wide organizations

Represents HRT with vendors, and at vendor meetings

Performs administrative duties, including maintaining purchase order status lists, vendor lists, filing contracts, making proper distribution, etc.

Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures; responds to Freedom of Information Act requests as appropriate

Responsible for maintaining a general awareness of HRT’s EMS

Responsible for ensuring contractor awareness and maintaining documentation on HRT’s EMS policies and procedures for all goods and services purchased that may impact the environment

Responsible for reviewing, implementing, and updating Emergency Operations Procedures relating to procurement
- Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, etc.
Required Knowledge, Abilities and Skills essential to Job Functions:
Experience in procurement-oriented work (pre- and post-award) is essential. Must have knowledge of federal, state and local laws, regulations, policies and procedures and the public transportation industry, or the ability to obtain the required knowledge quickly. Must have the ability to understand the technology of transit vehicles. Must be capable of maintaining an organized workplace and function, and of maintaining a high level of production. Must be able to manage multiple and competing priorities, while maintaining effective working relationships.
Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Microsoft Office Suite, including Outlook, Hansen/Spear Inventory Management, PeopleSoft Finance, Internet
Training and/or Education:
Graduation from high school or GED. Advanced courses in procurement, transit-related topics, and/or computer operations and functions a plus.
Required Experience:
Procurement-related experience is essential.
Licenses or Certificates:
Virginia Driver’s License
