Organizational Unit Overview
Campus Operations is a broad, diverse division of Administration and Finance that includes all aspects of facilities management and construction at East Carolina University with approximately 500 employees and an operational budget in excess of $30 million. The University is comprised of approximately 7.6 million square feet of facilities located on 1400 acres with $1.5 billion in physical assets. Facilities Engineering and Architectural Services is the part of Campus Operations responsible for major capital construction and renovation projects.
Job Duties
The Director of Facilities Engineering and Architectural Services, under the direction of the Associate Vice Chancellor for Campus Operations is an integral part of the Campus Operations leadership team. The Director is responsible for the overall leadership, direction, and coordination of approximately 12 professional staff members who provide planning, design, engineering, and construction services to ECU as well as administrative staff who provide for all contracts, records management, invoicing and other office support.
The Director is charged with planning and guiding the development of the campus in accordance with ECU’s Master Plan. This position is responsible for overseeing campus design, visual appearance of buildings and grounds, site amenities, and compliance with the University Design and Construction Guidelines.
This is a highly visible position that interacts with top-level administrators in strategic planning, long-range physical planning and development, and advancement of the capital outlay program for the future benefit of the University. Additionally, the Director is the primary contact for the surrounding community and the city on issues related to planning, permitting, and community engagement.
MANAGES CAPITOL PROJECT PROCESS: (65%)
- Oversees the design and construction management activities including the management of all capital improvement projects for the University. Management includes all phases of a project from inception through construction completion, and project close out.
- Responsible for managing the process of defining building programs, including requirements for space, equipment, and infrastructure.
- Provide input into the initial project process and manage or track the formal budget approval process, project spending during planning and construction, and payments for expenditures, design fees and construction. Incumbent shall be responsible for project budget control.
- Oversees the management of designer selections, project reviews, receipt of bids, award of contracts, construction review and project acceptance.

MANAGES CAPITOL PROJECT PLANNING PROCESS (10%)
- Establishes a comprehensive plan with defined programs for each project on the Six-Year Capital Plan.
- Guides official project cost estimates for certification by State Construction Office for capital construction projects (OC-25 forms).
- Manages preparation of documents including advanced planning, site options, preliminary adjacency diagrams, estimates of probable costs, and presentations.
- Has feasibility studies developed for long term capital projects.
- Participates as needed in programming and design meetings with stakeholders, architects, engineers, and consultants and informs all parties of policies, procedures and standards which influence issues under consideration.

- Leads Development of University Master Plan
- Maintains and implements updates to ECU’s Master Plan.
- Ensures ECU energy conservation, sustainability, and accessibility strategies and goals are incorporated in all capital projects.
- Primary contact for the surrounding community and the city on issues related to planning, permitting, and community engagement.

SUPERVISION (10%)
- The position performs normal management functions, i.e., trains; instructs; assigns work to direct reports; recommends transfers, promotions, wage increases, hiring/terminations; schedules leave; arranges for additional help or need for overtime; explains and enforces ECU policies, safety rules and regulations; and evaluates performance in accordance with the ECU Performance Management Plan. Minimum Education/Experience
- Requires relevant post-baccalaureate degree with a major in Architecture or Engineering; for candidates demonstrating comparable professional experience, will accept a relevant undergraduate degree.
- Possess an Architectural license or be Professional Engineer (PE) with registration in North Carolina (or ability to obtain reciprocity).
- 10+ years of progressive experience in campus planning, capital program management, strategic financial planning, project planning, project management, and design/construction supervision including large-scale projects with a high degree of complexity in which at least five years have been in a supervisory capacity with recent administrative and managerial experience within higher education institution.
- Demonstrated experience with the organization, administration, and management of a higher education institution or business of comparable size and complexity.
License or Certification Required by Statute or Regulation
- Possess an Architectural license or be Professional Engineer (PE) with registration in North Carolina (or ability to obtain reciprocity).

- Demonstrated experience in building trust-based and customer focused relationships with other senior administrators, faculty, staff, students, regulatory agencies, exterior consultants, and community representatives.
- Strong leadership and supervisory skills using sound judgment while working with all levels of personnel.
- Demonstrated ability to set priorities and to plan, organize, coordinate and direct multiple projects and activities with varied deadlines.
- Ability to coordinate activities of a multifaceted operation to provide effective support and services to a diverse constituency.
