The Fresno County Department of Behavioral Health is offering a rewarding and challenging opportunity for individuals interested in the position of Division Manager - Mental Health. A Division Manager - Mental Health plans, directs, and manages the day to-day operations related to behavioral health programs and activities. Responsibilities include coordinating program services with other behavioral health service areas to meet
client needs; developing, implementing, and evaluating goals, policies, and procedures; managing the budget; supervising, and developing subordinate staff. The selected candidate will serve as the Division Manager over the newly added Public Behavioral Health Division. The position, amongst other responsibilities, serves as lead representative for the Department in all prevention and stigma reducing activities in public
behavioral health outreach and education as well as communication. The scope of responsibility for this division also includes coordination of the Mental Health Services Act (also known as Proposition 63) categorical funding. These categorical funds are provided by the State to assist in the provision of mental health services to underserved and unserved populations. The division is also responsible for all public stakeholder engagement processes including planning, coordinating, facilitating, documenting, analyzing, and developing associated reports and other required documents and publications. Community engagement and Behavioral Health promotion, in numerous cross-sector initiatives, collaborative projects, workgroups, and committees also falls within the purview of this division. Lastly, the division is responsible for all public behavioral health outreach activities and events, both Department hosted and sponsored events as well as community events in which the Department participates.
Note: The current vacancy exists in the Public Behavioral Health Division. However, the eligible list established from this recruitment may be used to fill vacancies in other divisions as they occur. Positions in this classification are in MEDICAL GROUP I - Light Physical Activity (Personnel Rule 8). This group includes positions which require only light physical effort and may include lifting of small, light objects and some bending, stooping, squatting, twisting and reaching. Considerable walking or standing may be involved. Eligible candidates must be able to perform the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree that is acceptable within the United States' accredited college or university system.
Experience: Three (3) years of full-time, paid supervisory experience over professional staff. Your application must clearly identify supervisory experience over professional staff.
Substitution: Possession of a master's degree that is acceptable within the United States' accredited college or university system may be substituted for one (1) year of the required experience. Possession of a valid Class "C" driver's license, or equivalent, may be required.

SELECTION PROCESS:
Depending on the number of applicants meeting the minimum qualifications and filingrequirements, applicants may be scheduled for one or more of the processes listed below:
• Written Examination
• Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant. Successful candidates will be placed on an employment list, effective for a minimum of 3 months (may be extended up to an additional 12 months), and certified in final rank order as vacancies occur.
