Role Purpose
Under the direction of the Director of Compliance, the Compliance Trainer is responsible for design, implementation and assessment of internal compliance training programs for all new and existing staff with compliance responsibility in their job description. Compliance offerings include new hire training, onboarding current staff for new developments, compliance change initiatives; and individual mentorships to improve staff’s compliance skills, confidence and performance.
Position Responsibilities:
CBC Compliance Resource
- Stay abreast of federal, state and local compliance-related regulations, especially those applicable to Affiliated and Fee Managed CommonBond properties.
- Stay abreast of changes in fair housing laws, rulings and regulations.
- Apply compliance best practices as documented in CBC Policies and Procedures.
- Coordinate with Regional Property Managers and other department managers on individual mentorships to support staff not performing compliance tasks to CommonBond standards.
Compliance Relationships
- Establish strong and effective working relationships with the CommonBond Learning and Development team and the compliance vendor’s training teams.
- Form working relationships with lenders, funders, investors, and other regulatory agencies.
- Participate in local, state and national affordable housing networks.
- Sustain positive and productive CommonBond working relationships, focusing on Housing and Services Property Managers, Regional Managers and Site Compliance Technicians, to support accurate and timely application of new information, productive problem solving and new approaches to ease regulatory compliance challenges for staff and residents.
Compliance Training & Assessment
- Maintain ongoing alignment of compliance vendor training and CommonBond training information, including Just-in-Time system-based training.
- Serve as a point person for the compliance vendor teams on day-to-day compliance activity questions.
- Focus training and coaching of site staff to provide effective strategies that offer both staff and residents a positive compliance-related experience. This includes an easy to grasp compliance purpose, easing required information collection and efficient compliance packet development strategies.
- Plan, develop and assess deliver compliance training programs to on-board new hires, review staff for new developments, support compliance regulation changes, and address compliance Policy and Procedures. to improve staff skills, confidence, and performance.
- Submit training assessment data for inclusion in analysis of compliance performance across CommonBond.
- Support Compliance Director in ensuring staff compliance training is completed in accordance with CBC Performance Standards.
- Support Regional Managers and other department managers in the assessment of individual compliance improvement needs. In partnership develop and deliver an individualized mentoring program to support improved compliance skills, confidence and reach stand compliance performance.
- Partner with the CommonBond learning teams on the inclusion of compliance standards and other elements in the CommonBond required annual training.
- Special projects as assigned (ex: pilot projects or content expert on new IT software implementation)
- Support internal stabilized and external compliance audit and reporting activity.
- Accept special compliance related project assignments (ex: pilot projects new Yardi roll-outs, site support for PTO, vacation or peak activity needs) as approved by Compliance Director.
Human Resource Responsibilities
- As requested, assist in the hiring and/or mentoring of new compliance staff.
- Participate in at least one outside compliance training annually.
- Keep current the required compliance certifications for CommonBond property programs.
Minimum Requirements
- Bachelor’s degree (B.A./B.S.) preferred, with major course in education or related area; or more than 4 years of compliance related affordable housing training experience; or any equivalent combination of both education and affordable housing training experience.
- Demonstrated ability to successfully utilize a variety of training skills and methods to adapt and keep up-to-date with changing trends and best practices in learning and mentoring.
- Demonstrated knowledge and experience with HUD, LIHTC, and HOME programs.
- Excellent ability to communicate verbally in a clear and concise manner, and effectively present information to a variety of audiences.
- Excellent interpersonal and relationship management skills.
- Demonstrated leadership that values diversity of thought, backgrounds and perspectives.
- Proficient in Yardi and PC applications, including Rent Café, Microsoft Word, Excel, Power Point and eLearning programs for producing training sessions.
Certifications
- Current certification for specified HUD Programs and Low-Income Housing Tax Credits.
- Annual Yardi proficiency certification desired.
Physical Requirements
- Ability to sit for extended periods of time.
- Ability to enter data into a computer.
- Ability to lift up to 15 pounds.
- Ability to complete large filing projects
Working Conditions
- Ability to travel independently to properties within the CommonBond service area.
- Overnight travel will be required.
