Affordable Housing Compliance Auditor

Role Purpose
Under the direction of the Director of Compliance, the Compliance Auditor is responsible for internal compliance audits and the coordination, preparation and monitoring activity for MORs, LIHTC and all other external compliance audits and property inspections. This includes participation in both internal and external audits, results analysis, report findings review, and corrective action follow-up.
Position Responsibilities:
CBC Compliance Resource
- Stay abreast of federal, state and local compliance-related regulations, especially those applicable to Affiliated and Fee Managed CommonBond properties.
- Stay abreast of changes in fair housing laws, rulings and regulations.
- Apply compliance best practices as documented in CBC Policies and Procedures.
Compliance Relationships
- Establish strong and effective working relationships with the compliance vendor’s audit team.
- Form strong working relationships with lenders, funders, investors, and other regulatory agencies.
- Participate in local, state and national affordable housing networks.
- Sustain positive and productive CommonBond working relationships, focusing on Housing and Services Property Managers, Regional Managers and Site Compliance Technicians, to support accurate and timely application of new information, productive problem solving and new approaches to ease staff and resident regulatory compliance challenges.
Compliance Auditing and Reporting
- Plan and conduct regular internal compliance audits on stabilized CBC affiliated and fee-managed properties, prepare findings reports and share with Compliance Department and Property Management.
- Inform Property Management staff of property inspection notifications received from investors, lenders, and funders or their respective monitoring agencies; track inspection findings and corrections, and report corrections as required.
- Coordinate CommonBond preparation, conduct pre-audit of files, monitor activity, and as needed be present at Management & Occupancy Reviews (MORs); Low Income Housing Tax Credit (LIHTC), and all other external compliance audits.
- Review external audit results, distribute report findings for follow-up, and corrective action completion. Submit audit data for inclusion in analysis of compliance performance across CommonBond.
- Assist compliance director and vendor on new property lease-up and all first-year file reviews.
- Support timely and accurate submission of all required reporting to investors, funders, and lenders, including end of year, quarterly and monthly reports.
- Serve as a point person for the compliance vendor teams on day-to-day compliance activity questions.
- Monitor record retention requirements of resident files/records to ensure compliance with applicable housing program regulations ad CommonBond policies.
- Review with Compliance Director all new and refinanced properties’ compliance related closing documents. Support file set-up as requested.
- Maintain current housing certifications for all programs within the CommonBond portfolio as well as any others related to housing programs.
- Collaborate with compliance trainer in development, delivery and assessment of new and current staff training/on-boarding.
- Accept special compliance related project assignments (ex: pilot projects new Yardi roll-outs, site support for PTO, vacation or peak activity needs) as approved by Compliance Director.
Human Resource Responsibilities
- As requested, assist in the hiring and/or mentoring of new compliance staff.
- Participate in at least one outside compliance training annually.
- Keep current the required compliance certifications for CommonBond property programs.
Minimum Requirements
- Bachelor’s degree (B.A./B.S.); or more than 4 years of compliance related affordable housing experience; or equivalent combination of both education and affordable housing compliance experience.
- Demonstrated knowledge and experience with HUD, LIHTC, and HOME programs.
- Excellent verbal and written communication skills.
- Excellent interpersonal and relationship management skills.
- Demonstrated ability to manage multiple projects while remaining highly attentive to detail.
- Demonstrated leadership that values diversity of thought, backgrounds and perspectives.
- Proficient in Yardi and PC applications, including Rent Café, Windows, Microsoft Word, Excel, Power Point & Microsoft Outlook.
Certifications
- Current certification for specified HUD Programs and Low-Income Housing Tax Credits.
- Annual Yardi proficiency certification desired.

- Ability to lift up to 15 pounds.
- Ability to complete large filing projects
Working Conditions
- Ability to travel independently to properties within the CommonBond service area.
- Overnight travel will be required.
