Associate Civil Engineer
Essential Duties
- Participates in the planning, supervision and performance of professional engineering work in the design, construction and inspection of streets, sidewalks, water and sewage systems, drainage structures, park or recreation facilities and other public works projects.
- Participates in the plan check, review and processing of grading and site improvement plans for private developers and off-site improvements as they affect City streets, sewers, drains and related public works facilities.
- Assures compliance with appropriate codes, ordinances, rules and regulations.
- Coordinates design proposals with utility companies and other agencies.
- Prepares draft agreements between the City and developers.
- Coordinates public works engineering activities with private engineering firms, developers, vendors and the public.
- Prepares engineering designs, plans, drawings, specifications and cost estimates for public works projects including streets, storm drains, sewer and water distribution systems, and related projects. Researches project design requirements and prepares preliminary design studies.
- Acts as lead for surveying work needed on projects designed by the City.
- Performs field checks of project sites or survey area to verify survey results or features.
- Prepares legal descriptions related to City rights of way and easements
- Processes progress payments for contract construction inspectors.
- Performs complex calculations and prepares estimates of time and material, as well as, project costs for competitive bidding and budgetary purposes.
- Prepares RFP’s for design services of different projects.
- Provides technical information to the public, city staff and elected officials.
- Provides project technical engineering direction to engineering support staff.
- Provides technical engineering support to the City Engineer, or his or her designee.
- Prepares special engineering studies and reports.
- Performs other related duties as required.
Essential Knowledge and Skills
Knowledge of:
Engineering principles and practices as applied to municipal public works and structural design.
Federal, State and Local laws and ordinances relating to the construction and maintenance of Public Works projects.
Methods, materials and techniques used in the construction of public works projects.
Modern developments, current literature and sources of information regarding engineering.
Principles of algebra, geometry and trigonometry and their application to engineering.
Ability to:
Prepare designs, plans, specifications, estimates, reports and recommendations related to Public Works.
Provide professional Engineering information.
Perform technical engineering work of a complex nature.
Understand and interpret engineering construction plans and specifications.
Perform technical research and provide reliable assistance on engineering problems.
Coordinate phases of major construction projects and prepare progress reports.
Interpret and apply Federal, State and Local laws and ordinances.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative working relationships with those contacted in the course of work.
Walk over rough terrain; Climb in and out of trenches; Push, pull, lift and carry a minimum of 50 pounds, Descend/Ascend enclosed spaces; Reach overhead; Climb a ladder; Sit for 1-2 hours.
Non-Essential Duties
- Provides input for future expenditures and monitors expenditures.
- Provides information and responds to complaints and concerns from the public.
- Researches publications and industry information sources.
Non-Essential Knowledge and Abilities
Knowledge of:
Methods and techniques of surveying and public works inspection.
Materials sampling, testing and estimate procedures.
Ability to:
Conduct comprehensive engineering studies and prepare reports with recommendations.
Learn applicable laws and regulatory codes.
Education and Experience
Any combination of training and experience which is likely to provide the required knowledge and skill is acceptable.
Typically this includes:
- Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
- Minimum four years experience in either public works engineering experience or professional engineering design, plan review and project administration experience, preferably in a public agency setting.
- Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California.
Essential Requirements
- Possession of a valid California Operator's license issued by the State Department of Motor Vehicles, to be maintained as a condition of continued employment.
- Must live within a 35 mile radius of City Hall at the time of appointment.
