Finance Director/Treasurer for the City of Mt. Clemens. $70-82k (Depending on qualifications).
Duties and Responsibilities:
- Under the direct supervision of the City Manager.
- Supervises and directs the day-to-day operations of the Accounting Division, Assessing Division, Treasury Division and Purchasing Division.
- Plans, supervises and, as necessary, assists staff members in the following fiscal functions: establishing new funds, bank accounts and accounting procedures; preparing taxes, special assessments, water, sewer and sanitation billing and collection; accounts receivable; general billing; signing and disbursing of all checks; and general ledger accounting.
- Makes daily deposits and investments of City funds.
- Plans, supervises and assists in the preparation of departmental budgets and annual audit.
- Develops proposed City tax rates to meet budget.
- Performs monthly transfer of money between funds as necessary.
- Manages the City Employee Retirement Fund and Retiree Health Care Trust portfolios.
- Manages Act 51 funds and prepares reports.
- Prepares detailed studies such as water, sewer and sanitary rate analysis.
- Performs debt management including preparation of bond applications.
- Oversees and maintains City’s network computer system.
- Acts as a liaison to department-related contractual vendors.
- Performs other related duties as assigned.
Minimum Requirements:
- Bachelor’s degree in accounting, finance or related field. Master’s Degree in Public Administration as well as Certified Public Accountant designation preferred.
- Strong experience in budgeting, auditing, accounting, financial statements and supervisory skills. Minimum of five years’ experience in a municipal finance/accounting environment preferred.
- Strong communication, interpersonal, analytical and problem-solving skills.
- Strong computer skills. Experience with BS&A software preferred.
- Experience with following and implementing GASB standards.
