Salary Range: $4,024 to $7,068 per month Anticipated Hiring Range: $4,500 to $6,000 per month, dependent upon skills and experience

Overview
|
|
The Public Works Buyer (Buyer III) has full buying responsibility for a variety of diverse purchasing activities with the majority of assignments at the advanced buying level with a high degree of independence. The incumbent provides primary purchasing services for a major campus-wide procurement function, including public works and professional services. Such services may include, but are not limited to purchasing supplies, materials and equipment, primarily through the use of competitive bid process and/or preparing high complex, customized contracts, service agreements, and leases, based on unique or custom made items requiring creative development of original specification.

Position Summary
|
|
- Purchases or contracts for commodities and services which involve the integration of many diverse elements and complexity, are of high cost, or which entail construction projects, service agreements, repair projects, or interagency agreements, and may require independent problem solving.
- Facilitates and prepares bid documents and request for proposals soliciting Minor and Major Capital Public Works projects to include working with respective branches within the Office of the Chancellor (i.e. General Counsel, CPDC, Contract Services & Procurement, Architecture, Engineering and Construction Management), campus personnel, professional service providers and contractors, while making sure all State and CSU policies and procedures are followed and all paperwork completed and submitted in a timely manner.
- Actual duties may include, but are not limited to:
- Develop technical specifications when non-existent
- Effectively work with requestors in developing specifications which are cost effective and not unduly restrictive.
- Solicit price quotations
- Contact vendors to discuss products and resolve problems
- Develop lists of qualified vendors
- Prepare delivery terms and other conditions for bidders.
- Prepare timetables for competitive bid cycles.
- Hold public bid openings.
- Develop contracts and agreements for goods and services.
- Recommend policy and procedural changes.
- Support policy implementation.
- Assist with long term planning.
- Develop and maintain effective internal communications with departmental office personnel and administrators.
- Prepare and deliver formal Training for Public Works, Procurement and related services to campus users.
- Attend pre-bid and pre-construction meetings
- Obtain and review insurance certificates.
- Community outreach efforts to increase number of local, small business and disabled veteran vendor pool for campus.
- Emergency purchase order maintenance and reporting assistance.
- Task Order Service Authorization Program implementation, service provider orientation, maintenance, and annual renewals.
- Administer Contractor Minor Capital Pre-qualification Orientations
- Serves on behalf of the Assistant Director in his/her absence.
- Perform other duties as assigned.

Knowledge, Skills & Abilities
|
|
- Comprehensive knowledge of formal competitive bid administration and purchasing in the public sector
- Thorough knowledge of California State Statutes and Codes
- Experience with PeopleSoft Financials
- Familiarity with California Public Contract Code, California State University ICSUAM –Primarily Sections 5000 and 90000, and California State University CPDC Project Manuals
- Proficient in Microsoft Word and Excel
- Ability to:
- Use computers and automated equipment
- Match names and numbers quickly and accurately
- Prepare and maintain related records and reports
- Conduct training, presentations and communicate clearly and concisely
- Research, analyze, interpret and explain purchasing and related policies and procedures
- Make simple arithmetic computations
- Prepare and review complex bid specifications, requests for proposals, service agreements and make appropriate recommendations
- Establish and maintain effective relationships with those contacted in the course of work
- A history of regular attendance and positive performance evaluations

Education and Experience
|
|
- Equivalent to an undergraduate degree in purchasing, logistics, marketing, accounting, business or other appropriate field
- Equivalent to three years of experience of handling public works in a Procurement department environment
- Equivalent to three years of experience in a Buyer position handling bidding, contracting, and buying
